[EAS] False Alert Sent

Back in the dark ages of EBS there is a story about putting the wrong 
tape into the reader and sending an actual nationwide EBS alert.

Fortunately in those days nothing was automatic and in most stations 
the news staff realized that this was likely not a real alert.

Technology has eliminated the people in the chain.  So if someone in 
a state sends the wrong kind of message it is likely to be broadcast.
