Aren't there avalanche or blizzard warnings in Nevada and Washington as 
well as California?  Or Flash Flood warnings?  Every one of those is 
just as local in nature, equally devastating, and deadly for those in 
the path of the event as a tornado or tidal wave.

I think the EAN test proved that live code testing is the only way you 
will find the weak spots.

Keep in mind, I'm not advocating the hot tests be a mandatory relay. 
Rather, an oppotunity for stations who choose to relay such messages the 
ability to verify the pathway(s) work and gear is properly programmed. 
Certainly so if managment ballyhoo's their relaying for certain events 
with the EMS folks and then not work when actually needed.
