[EAS] Delayed sending RMT request

We all need to remember that the EAS is divided into two segments - 

1- The Federal Part - Governed by FCC Part 11 - ALL mandatory
	
> EAN's and NPT's
> RMT's
> RWT's 
> etc

2- State and Local Parts - Governed by State and Local Plans and  only in
part by Part 11 - ALL voluntary

> Amber
> State and Local Activations
> NWS
> Whatever we wish to do.

Keeping this in mind, at all times, will be most helpful.
