[EAS] RMT from CAP

Tom,

If both settings files have the same filters and local area, then you 
may have RMT and the OTHERs filters set at the same priority.  If 
both filters otherwise match the incoming alert, you might see this - 
which one matches is indeterminate.  Set your OTHERS filter to a 
lower priority than the RMT filter.
