[EAS] Delayed sending RMT request

I just heard from counsel.  They advised the same thing.

If a station is not operating at tbe time of the test, they are to log the
test and note the station was not operating at the time of test receipt.

End...

With that now said, I atill believe it would be benefical to have such
controls available by the web portal as we do on the front panel.
