[EAS] Delayed sending RMT request

I agree with Rod's assessment that there is nothing in Part 11 that address' this situation.
I just looked through the FCC's EAS Handbook and did not see anything in there about holding an RMT and relaying it after signing on.
This must have been something carried over from previous rules or other sources of information.
I also looked at the current Nebraska State Plan dated 2007, and it does instruct stations that missed an RMT because they were off the air, to send an RWT (Weekly) at some point during the week.

"Stations not operating when an RMT is received must log the receipt of the RMT and run an RWT sometime during that week."
The same wording also appears in the new Nebraska State Plan Final Draft, still awaiting FCC approval?
(For Nebraska Stations ONLY... I assume this applies even if a station has already run an RWT for the week? To send another one to cover a missed RMT?)
BTW Rod, Nice job on your contributions to the new state plan, it has a very professional look to it and is well organized.
Any word on when it becomes official? (I hope I didn't miss any announcements!) Though I have posted this latest draft along with the 2007 plan.
