[EAS] Delayed sending RMT request

???? Progamming folks can abort SVR messages???? In practical terms, I
agree that I would want to know that's being done and when. But that
should a simple task using the existing log to know when a message was
received, but was not sent and correlate to the programming folks on duty
at the time.  Or am I missing something.
