[EAS] Delayed sending RMT request

Here in Washington State the LP stations or any other for that mater never initiate any kind of alert other than the RWT. NWS, Emergency Managers or designated Dispatch Centers do all the originations as they are the ones that have first hand knowledge of any situation needing an alert.
 
With our new State plan CAP is the Primary System. (Alertsense)  The legacy daisy chain radio systems from before CAP are to remain in place and tested as a backup.

Initiate. We're an LP and need to do this a few times a year, per our state plan. Not sure if your state's plan is the typical one, or if my state's plan is more typical.
