[EAS] Delayed sending RMT request

Initiate an RMT or relay it?
Normally those initiating an RMT are a ways up the chain and know how to do it.
For instance, in NE, RMTs are only initiated by NWS and the SP.

I do not give operators the option to cancel alerts.
The box is set to relay those alerts that we must, or want to relay.
The only options for our operators are to relay the RMT early, at a break if possible, or let it go until the countdown is finished.
