[EAS] Delayed sending RMT request

Marlin,

Technically, "Send Pending" would not be an accurate statement as the
ENDEC would have sent the RMNT regardless at 60 minutes. Hence why I used
the term "Re-forward".  In Illinois, the RMT alternates between 10AM and
the midnight hour the first Tuesday of each month.  Odd months, 10AM. 
Even months, midnight.  So on those mid-night hour months, the first
forward would have occured a long time prior.

In our case, the ENDEC is not in the same rack as the remote. It's in a
seperate building a couple hundred feet away. And I don't have any more
remote closures to offer at that site. And again, since there would not be
anything pending, a closure to the ENDEC would result in a non-action.
