[EAS] Delayed sending RMT request

Sage has a mode that is similar to that but requires a contact closure. If you have a remote control at the Tx site it could be used.
Scheme 1 on the Sage is for automated stations. When an alert is pending it closes a set of contacts. The automation inserts the alert in the next station break or in 15 minutes whichever is shorter. The 15 minute limit doesn't apply to RMT's specifically for day only stations. We are using this scheme on two of our stations that are maned daytime. We use a momentary switch to manually forward day and use a toggle for nighttime to defeat the 15 minute delay.
Having 'Send Pending' on the web interface over ride the contact closure could be handy at times.

On your next major firmware roll-out, it would very helpful to licensees
who are not on the air over nights to (re-)forward delayed RMT's via the
web-portal the following morning at sign-on.
At present, web-access re-forwarding can't be done on one line of
products. An operator must be standing in front of the unit and compell
the re-forward from the front. This is a significant burden for two of
our stations which have the ENDEC's at their respective transmitters.
