[EAS] TV in State EOC's

A question for the group-how are emergency officials in your state receiving
local TV in their EOC's? Nevada Emergency Management officials want to be
able to monitor TV broadcasts from Las Vegas in the state EOC in Carson
City, a distance of approximately 450 miles. After a lot of discussion, Dish
told them that they can't provide the Las Vegas channels to the EOC because
it's out of the "satellite zone" to capture Southern Nevada broadcasts,
whatever that means. Emergency Management says they have permission
(waivers) from the NBC, CBS, ABC and Fox stations in Reno to receive Las
Vegas channels. The EOC is in the Reno DMA so there's no problem receiving
those channels but NDEM would also like to be able to monitor TV coverage of
events in Las Vegas, the state's largest city. How is this done in other
large states like California where the capitol is hundreds of miles from
major population centers like LA and San Diego?
