[EAS] streaming of your radio station

The only logical reason for that would be to ensure PPM encoding while the EAS box is on the air.  For the few seconds a month that happens, it seems highly unlikely that it would have any discernible effect on the resulting ratings data..  I think it is kind of silly for Nielsen to split hairs to that extent, when they are so sloppy about much bigger factors.
