I believe marine warnings have their own FIPS codes, which are not related to the FIPS codes for the state.  For example, the Gulf of Mexico marine locations are 077xxx, where Florida land codes are 012xxx.  Here is a link to the listings

I would recommend against putting marine warnings on a broadcast station.  Wise boaters should already have a VHF marine radio which also monitors NWS radio for alerts.  The Coast Guard would also broadcast a notice to mariners on their channels 16 and 22A.  I'm not sure how many boaters watch TV while they are out on the water, but then I have a sea kayak, not a power boat.
