[EAS] Solving a Filter Problem (SAGE 3644)

I am trying to get my SAGE Alerting Systems Model 3644 to pass the SMW Special Marine Warning alerts that I receive from our local NWS National Weather Service in Melbourne, FL. Ever since the local LP1 and LP2 stations stopped relaying these messages for us, we have not been able to send these messages. The messages just get logged.
 
I have researched the codes and tried several filter setting changes but have not been able to pass these messages.
 
These are the areas which our local NWS serves with these messages:

I tried setting the filter to pass ALL OF FLORIDA but still cannot pass these messages.

Luckily we are not required to air these messages in our area. But I would still like to provide a great service to our viewers who enjoy what our coastal community has to offer.
