One organizational thought, the Defense Commissioner under 47 CFR Part 0.181 has several authorities including, "To approve national emergency plans and develop preparedness programs covering: provision of service by common carriers; broadcasting and cable facilities, satellite and the wireless radio services; radio frequency assignment; electromagnetic radiation; investigation and enforcement."

Not sure if or where this fits in but it is in the rules.
