Dick - one your your counties was originating a CAP test RWT from their new CAP platform (the good folks at Klamath County Emergency Management, specifically).
So, while routed though IPAWS, this one didn't originate from IPAWS. Oregon broadcasters can expect CAP tests from several other Oregon counties, as well as the state OERS.
