[EAS] CAP Test Today

Here in Central West Oregon, we received a test last Thursday, Sept. 
19, on our three Sage boxes which had the following headers:

"Matched filter OTHERS, Received from CAP. Log Only.
The Civil Authorities have issued a Required Weekly Test for Klamath, 
OR beginning at 12:27 pm Thu Sep 19 and ending at 12:42 pm Thu Sep 19 
(fromcap).

CAP Server: IPAWS
CAP Reference ID: 
daseoc at 172.18.22.50,CAPNET-40-20130919122700,2013-09-19T12:27:00-07:00

CAP Text: This is a test. No action is needed. This is only a test."

This is the first test I can remember that didn't have "IPAWS at dhs.gov" 
in the header.

We didn't receive an RWT from CAP today.
