[EAS] SECC Sample Plan status; border issues

Dave/All:

Looks like the "official" SECC State Sample Plane will be a work product of the CSRIC IV that was recently convened.

Clay Freinwald is the co-chair for this effort Adrienne, myself, and several other EAS subject experts have been recruited for.

We have heard that the FCC has several State plans submitted at this time to the FCC in Washington. I personally hope (Caution: a personal hope) for clarification from the Commission regarding plans that have been submitted already and some statements released to EAS participants that seem to ask everyone to submit plans ASAP.

Here in CA we have our revised State plan just about finished -- except that we are running into a problem that other states are experiencing getting monitoring assignment updates from the local committees. We have some, but not all. As many who subscribe be to this list already know, some local committees that existed in 1997 have disappeared for one reason or another.

I am also hoping (Caution: another personal hope) that the CSRIC effort will give all EAS participants concrete guidance on the structure and membership of state and local committees.
