[EAS] SECC Sample Plan status; border issues

I haven't heard anything for awhile about the "SECC Sample Plan" project
(http://eas.radiolists.net/sample-secc-plan-now-available-for-eas-state-committees/).
Is there any further action on this? Is it considered "done" (to the
extent you can ever say such a thing)? It has been awhile since it was
discussed here, so my memory is foggy. Did anyone at the FCC ever "buy
in" to it as a template they like and will accept?
I'm also wondering if it might be useful to have a companion "tip sheet"
regarding the state plans. The thing that got me thinking about this is
I have a plan at the FCC's office right now awaiting approval and it has
gone through a couple iterations on "formatting" issues such as the
exact form you have a citation of the FCC rules in... something even
they labeled as "nick picks". If there was a "one stop shop" place to
go to have not only a "sample plan" that has been "pre-screened" and
blessed by the FCC, but also some other tips, it would make it easier to
draft a plan that looks professional, serves its purpose, and streamline
the approval process by the FCC.
Another issue that the FCC brought up and I'm curious about. That is
how border issues are handled by others. Aside from perhaps Hawaii, I
suppose all of us have that in some fashion or another. In Idaho, we
have had two ways to deal with it. In some cases, due to various local
issues, a neighboring state has essentially said that such-and-such
counties are covered in the Idaho State Plan. End-of-story from their
stand point and we handle them in our state plan just as if they were
"our counties".
On the other hand, we have one region of the state where we have a
"joint" LECC with the neighboring state. Both of our state plans
reference the same LECC and we coordinate RMT scheduling. That
complicates things in some regards, but seems to best meet the needs of
that area. Is anyone else using that approach?
