You may also want to scrutinize the language in 11.33(a)(4):
"Display and logging.
...
All existing and new models of EAS decoders manufactured after August 1, 2003 must provide a means to permit the selective display and logging of EAS messages containing header codes for state and local EAS events. Effective May 16, 2002, analog radio and television broadcast stations, analog cable systems and wireless cable systems may upgrade their decoders on an
optional basis to include a selective display and logging capability for EAS messages containing header codes for state and local events. EAS Participants that install or replace their decoders after February 1, 2004 must install decoders that provide a means to permit the selective display and logging of EAS messages containing header codes for state and local EAS events."

There is, however, no definition of "selective". At TFT we interpreted "selective" to mean those messages that met the criteria of autoforwarding whether the unit were in AUTO or MAN. Autoforwarding is determined by the user based upon filtering for Originator, Event, and Location.

Yes, this is a manufacturer specific issue.

For those people monitoring this list who work for manufacturers that do NOT 
provide this... you are destined to have unhappy customers until you 
update your product to fix that issue. It is a relatively small 
annoyance now, but the more successful IPAWS... and other CAP servers... 
becomes, the bigger problem this excess logging will be.

And no... I'm not aware of any legal reason to dictate that I log stuff 
irrelevant to my local public.

The logs serve to document whether our equipment is working, whether we have complied with our legal requirements to monitor 
two RF sources and IPAWS, whether we have received and generated the required tests, and whether we are complying with our Local and State Plans.
