[EAS] CAP EAS Logging Question

FIPS (Federal Information Processing System) codes were originally established by the Census Bureau of the Department of Commerce as a way to numerically describe the location in which a person lived. During the establishment process of EAS (Emergency Alert System) back in 1994-1995 undertaken by the FCC to replace the former EBS (Emergency Broadcast System), a leading digit was added to the format for the purpose of describing a subdivision of a FIPS code, only for support of EAS. A few years ago, the responsibility for keeping FIPS codes was handed off to NIST (National Institute of Standards and Technology), formerly NBS (National Bureau of Standards), which is also an agency in the Department of Commerce, just like the FCC. Because FIPS codes are used in so many areas, both government and non-government, changes and additions are problematic but not the purview of the FCC. Thus, the FCC has not been able to respond on the issue of adding "000000" as a FIPS code to represent "All US".
