I believe that Cayuga County, NY is split into North and South 'halves', with North served by BUF (Buffalo serves the counties that touch Lake Ontario) and South served by BGM (Binghamton).

I think you misread my post. I didn't say the content of a given NWS TX is
WFO exclusive. I did say any given county is served by only one WFO. With
that said, the same county can be covered/served by multiple overlapping
TX's, which may or may not be hosted/controlled by the same WFO.  Big
difference.
