[EAS] NOAA and attention tone

We have had a Sage ENDEC installed at the Seattle weather office for many years.  Sage has special firmware for blue ENDECs installed at NWS offices.  That version allows it to send the 1050 Hz tone instead of the EAS two-tone attention signal.  It is version 91.x, and it also requires a special version of ENDECSetD to configure it.
