[EAS] NOAA and attention tone

NWS never used the two-tone EBS tones. That was broadcast only and
pre-dated the NWR's creation. The NWS alert tone has always been and
continues to be the 1050hz tone with the SAME coding preceding the tone.

I'm not going to comment on the 2nd question as I'm not familiar with the
set-up.
