[EAS] FEMA/Ad Council PSA issue

Mike raises a good point that deserves support. I would be in favor of a promotional campaign for public warnings that builds on FEMA's concept of an "Integrated Public Alert and Warning System". We now have a number of viable warning paths to the public. Their use and their value should be part of a national public warning strategy, something that the USA still does not have.

As some of you know, I have started a petition to help support bringing back warning legislation that died in the last Congress that could be a stating point for a wide-reaching discussion that could lead to that national strategy.
