The the FCC should amend the rule using their Declaratory Ruling to
eliminate what would be a conflicting and ambiguous rule surrounding use
of the old two tone signal.

I happen to believe it would be a good idea to build on two generations of
public knowledge surrounding the two tone alert to educate the public. So
long as any type of message containing that two tone alert is limited to
to education relating to emergency management, the rule should allow such
type of alert tones to be used.
