[EAS] FEMA Announces Addition of Premiere Networks as PEPStation

So.  They get permission.  Although at some point it has to be
considered, I'm not discussing administrative issues.

My observation was from a technical standpoint, in that there
are a number of demonstrable availabilities for a "national"
source in place now.  It's moved past the proof of concept phase.
