A minor correction:  As I understand the policy, the NPR Squawk channel is proprietary so only NPR affiliates may receive it.  "Any agency" cannot use it directly without permission.  An affiliate station can distribute EAS messages from it by any appropriate means, provided it is filtered by an EAS box.
