One other consideration is whether the inadvertently sent RMT included 
all of the counties necessary for EAS Participants in your area to 
satisfy their RMT forwarding requirement.  If, for instance, your LP 
would normally include CountyX in its list, but NOAA did not... and 
station Y is in CountyX and their EAS box wasn't configured to forward 
RMTs for any of the counties that NOAA DID include... then station Y is 
now non-compliant.
