[EAS] Out-of-band RMT

You could argue either it did, or did not have all the elements.
The audio passed was that which they send for their regular
RWT event was very generic in it's lack of specificity.

This was just a weekly NOAA message sent including an
incorrect mouse click.

This only became a question for me when the one of the other
engineers argued we shouldn't be forwarding RMTs since we
are the designated originator in the plan.  It then became
an argument about the programming in the en-dec.

I advocated for logging the details and forwarding the test.

NOAA is prominent in the statewide plan, all 5 offices.
Wyoming Public Radio, as a statewide broadcaster is also
prominent.  The only other major player, Wyoming Public
Television is even more widespread.  One of their engineers
is chair of the recently constituted committee to revise the
state plan to incorporate CAP as well as update many other
details.

Wyoming does not have a CAP server yet.   Adoption of CAP
is primarily what drew attention to the need to revise the
statewide EAS plan.
