[EAS] Out-of-band RMT

Reid,

I don't see that limited origination requirement in the rule. It only
specifically mentions ambigious "Local or State Primary sources". As it
should. The State and/or any regional and/or local Plan should be the
defining document which specifies the RMT originating entity(ies).

Furthermore, (A(4)) specifically allows others.

Strict interpretation of the rule would be to relay any valid RMT.

AFAIC, no station should be put in a position to orignate the RMT. That's
the role of government (all inclusive) to test their equipment and the
chain.
