The affiliates, since they're the ones with the licenses. The network, 
only to the extent that they hold the license for their O&O stations.

And it may be happening again. We found out the other day that a guy in 
Florida filed a formal complaint against us about the F-bomb's that 
dropped at the end of this year's Super Bowl. (Where a guy in Florida 
can find standing to complain about a station in Iowa, I don't know...)
