I don't think that would go over too well as a response to a NOV. The 
rule seems pretty clear to me: No person shall *transmit* the EAS data 
bursts or a *simulation thereof*. The producers, even if they did modify 
the tones somewhat, clearly intended them to be recognizable as EAS.

So it's a good thing that the fake tones won't trip a decoder, but they 
simply should not be transmitted in the first place.
