[EAS] Request for contact info and possibly URL for State of NY CAP (NY-ALERT?)

All,

The current NWS CAP server (http://alerts.weather.gov) should not be
used for EAS devises.  It serves CAP 1.1, was built circa 2009, and
was not designed to be consumed by the present generation of EAS
devices.
