[EAS] Amber alerts

I understand the concern, but Ambers are so uncommon in most places that 
it wouldn't be an ongoing issue for most folks.

The other side of that would be this: someone (at the local NWS office?) 
would then have to make a decision--which civil emergencies warrant the 
1050 tone, and which don't? If sounding the 1050 is optional, then at 
the least there should be an established protocol spelling out when 
those choices are made.
