Yes! We also run the pre-test announcement for our RWT.
If it were up to me I'd not do it. But station management wants it and that's fine.
When all else fails, read the manual.
Or in this case read the rules.
So that's what I did.
To try to answer my own question...
Can one insert an audio announcement between the RWT headers and EOM's?
I looked at part 11.
11.61(a)(1) Required Monthly Tests of the EAS header codes, Attention Signal,
Test Script and EOM code.

I usually try to interpret the rules as close to the letter as possible.
But I also try to consider the intent, which of course is wide open to interpretation.
The rules do not specifically forbid placing anything between the RWT headers and EOM's.
But when you take the description of the format for an RMT and an RWT together, it seems to me that the intent is that each test will be run as described above and without anything embedded that is not specified.
Someone mentioned that it is OK to embed a message in an RWT if you also include the attention signal?
I didn't see anything about that in the rules (now that I have finally read them).
But if you were to do that, you are now essentially running an RMT but calling it an RWT.
One could argue that doing more is better and they would be correct.
It just seems that there is a fine line that we walk between required testing and management complaining about too many EAS alerts.
Just food for thought.
