The station needs to check YES in the NV Lead In, then it should play prior 
to the test.  Agreed, doing it three times is a bit redundant!  Some of my 
Nebraska stations use the non-volatile memory lead in, and while I don't 
necessarily agree with it, it's what they're used to.
