[EAS] Strange NWS Event Code

I recall reading the NWS at some point would assign a SAME code to every 
product they have and precede all messages on the NWR with a databurst 
so receivers could un-mute on a given PIL.  AFD being the Area Forecast 
Discussion.  Not sure about their use in LV area other than as the twice 
daily discussion (with updates interspersed).

PDS is a sub-type of product known as a Particularly Dangerous 
Situation. PDS signifies and elevated threat level of both severe 
weather occurrence and strength of the event(s). When those are issued, 
there's a pretty good chance significant and widespread severe is expected.

The NWS has also started using a Tornado Emergency message 
type/product.  Not sure of it's real meaning other than call attention 
to a significant tornadic event in progress.  Never the less, the TOR is 
the official call to action message.

I suppose it is possible that their encode equipment put the wrong code in or a relaying encoder parsed the message wrong twice and passed it incorrectly parsed?
