[EAS] Strange NWS Event Code

"Arial Flood Warning", perhaps?

That seems to be one of the newer types of warnings issued by NWS--it 
caught me by surprise a year or so ago when they started to be issued 
here in Iowa. Arial flood warnings are for a more widespread area than 
would be covered by a flash flood warning, if memory serves.

I may be wrong, but given the recent weather you've described, it's a 
possibility.
