[EAS] Lack of IPAWS Message for Florida

Interestingly enough, for the first time in a long while, I did not
receive any CAP test today. It is also normally always repeated on our
LP2 and I did not get that either. I am in area 8

I have this error logged by our SAGE:

 Jul 15 12:11:33 CAP Filter did not match for
