[EAS] Lack of IPAWS Message for Florida

Due to a coding error in a recently installed update there were two copies of the weekly RWT issued through IPAWS OPEN for Atlantic Time instead of one for Atlantic and one for Eastern Time.

I have this error logged by our SAGE:

 Jul 15 12:11:33 CAP Filter did not match for FL.016_516_2013-07-15T08:10:23-04:00
