[EAS] Monthly CAP Tests coming from San Luis Obisbo

Interesting situation.  Once a month, someone in San Luis Obispo sens an 
RMT through the CAP Server.  It is not for one of my configured 
locations, yet my EAS unit re-broadcasts it anyway, which ends up going 
out over the local EAS since we are monitored by others here.

I am not asking for help since I will contact Trilithic about this to 
see if it can be fixed, but wondering if anyone else has experienced 
this kind of thing through the IPAWS CAP server?

Again, San Luis Obisbo is not one of our configured counties.
