Again, CMAS is not directly processing CAP. It is using a derivative
format. So, CAP from the emergency manager to IPAWS, conversion of CAP to
the CMAS message format, then out to the participating mobile carriers for
ingestion into their respective systems.
For this reason, in CAP origination systems, we have to accommodate an
option to input a short CMAS text field.
To oversimplify, and compare the to message outputs:
- For CAP EAS, we take elements of the <instruction> and <description>
paramters (if used), and/or rely on CAP parameters to assemble the basic EAS
header info. The result is a potentially much richer public warning
message.
- For CMAS, I believe the mobile applications will either use the short
CMAS text parameter (if used), or rely on similar CAP parameters to assembe
the basic EAS header info. The result is much briefer (comparatively)
warning message, but on a priority data broadcast channel push.
This does not preclude the possibility of other smartphone apps that could
in the future pull the full CAP text from some source. This method just
would not rely on the cell broadcast priority push that CMAS benefits from.
It would have to use the users wireless data plan.

Lowell brings a salient point about system overload when a linked URL is
included. I don't doubt systemic overload would occur in any of the major
short fuse events. Even in a rural area. My comment was intended to create
some thought as to what other options exist for further advisory beyond
"Check Local Media" in a CMAS formatted message.
To wit: CMAS and EAS should be the fist pounding on the door (As opposed to
politely ringing the bell). The next necessary step is giving the public
something to work with in that call to action message. This is where CAP
comes into play...at least for EAS. What about CAP on CMAS?
