[EAS] EAS and CMAS

I did last week. My bluetooth in my truck did not connect properly. I had an emergency call and was on the phone just long enough to tell the party I would have to park and call them back. Burbank PD spotted me with the phone to my ear for all of 10 seconds. Waiting to find out how much. Ticket amount has not been posted yet.
