If it helps...At the two stations that I mother for EAS compliance - I have
a simple log where I check boxes on a weekly basis to make sure that the
station has been receiving EAS messages from each of the 3 Analog Sources
they monitor as well as from BOTH of the CAP systems (Washington State and
FEMA/IPAWS). I check this prior to giving the logs to the Ch Operator for
signature.

The violation had nothing to do with day to day monitoring, just failure to
note that tests had been received and the failure to receive the tests. If
the FEMA computers were rebooting at other times, it would not have been a
failure to receive tests. The failure to receive tests at the regular times
should be logged. I did not log every time the "cap status" was not OK,
only the times the expected tests were not received. I did log every test
received as required.
