The violation had nothing to do with day to day monitoring, just failure to note that tests had been received and the failure to receive the tests.  If the FEMA computers were rebooting at other times, it would not have been a failure to receive tests.  The failure to receive tests at the regular times should be logged.  I did not log every time the "cap status" was not OK,  only the times the expected tests were not received. I did log every test received as required.

It's one thing to cite a station for not having the equipment.

If they start harassing stations for not checking every time that FEMA is rebooting their computers, that is another kettle of very smelly fish.
