Almost all phones have an FM chip in them, even the iDevices. It's actually a matter of firmware in a lot of the devices. Some however aren't wired in to the "antenna", thus can't get a signal. It's because there's tons of money in cellular broadband, not OTA. It's actually an American thing, the same phones internationally typically have the FM/DAB portion hooked up and generic software to control them.
