I can understand using - overhead distribution - for national level EAS
(EAN's etc) but the fact is that 99% of EAS activity is at the local and/or
state level. These system don't lend themselves to the real needs of the
EAS.
Every state should have a State Relay Network (SRN) and every local area
should have a Local Relay Network (LRN). The purpose of these systems is to
distribute EAS messages from their sources to those systems that reach the
public. We have been trying to get someone in WDC to understand that
these systems should be -wireless point-multi-point. However, for some
odd reason, the Commish is more interested in Broadband gizmo's because this
is where the money is. This far we have CMAS and no spectrum for public
warning systems.
Here in WaState we are keeping all our legacy/analog EAS systems - in
addition, we have our own CAP system ....All on top of FEMA/IPAWS. Others
have deployed EM-Net and other systems. Redundancy can happen - but don't
expect the Feds to pay for it. As I keep saying, our government is broke
or, at least, dysfunctional.
