[EAS] Multiple encoders

I worked at an AM/FM/TV facility where me and my boss worked out an EAS system (back when EAS was new) where there would be an ENDEC for each station. But the division manager (who was known for being ridiculously cheap) vetoed our plan and made us buy a single box. By the time we installed all the support to make it work in three very different stations (in different parts of the building) the cost was about the same, or even a little more than three units. Furthermore, running an EAS test, or responding to an RMT/activation required careful planning between the three stations. We were an EBS/EAS nonparticipating station, probably because it cost more to be a participating station. Some people just don't get it....
